The inevitable has happened and we are now getting spammers joining up to the site. So, from now on, new users will have to be activated by an admin before they can post.

If you still need more admins there's me, but that's probably not necessary anymore.
Do the admins get sent an email whenever someone tries to register? If not, then seeing if something like that could be set up will make things much faster.

Good question. I believe the plugins that offer email notification of received messages should cover it, but I'm not sure.
You could try seeing if it's covered by the notifications module, or one of the modules that add to it. It's pretty expansive, so hopefully it'll cover it.
I would test it out on a drupal install myself, but the on-campus wireless internet I'm using at my uni right now doesn't allow FTP. (I've passed the download quota at home, so I currently have to hang around the university using their internet. >.<)
Download quotas suck! I recently upgraded to a 200GB scheme on iPrimus but I'm still managing to reach the point where my bandwidth is throttled! Well that's what I get for wanting to watch US TV shows a few hours after they first air
